About
PJI
PJI is considered one of the Justice Sector
organizations; it was established in 2008 in accordance with Presidential
Decree number (6) for year 2008, to be the central point for developing the
capacities of the judicial professions in Palestine through delivering training
programs for judges, prosecutors, and administrative staff working in the High
Judicial Council (HJC) and the Attorney General´s Office (AGO), PJI and
under the project “Irtiqa” funded by the EU is looking to hire a Financial
officer.
Role
The Financial officer will be responsible and
accountable to ensure the good implementation of all the projects’ activities;
he/she will be responsible for all administrative, budget and accounting tasks
under the supervision of the Project Manager. Providing all services related to
financial affairs, in order to help to perform its functions, increase its
efficiency and effectiveness. He/she will also coordinate with other team
members and departments in PJI related to the project tasks including, finance,
reporting, PR and legal tasks. He/she should have worked under EU funded
projects and has experience with the Palestinian financial regulations.
Required
Skills and qualifications:
• Bachelor’s
degree in Financial Sciences or any other relevant Field.
• Work
experience with EU funded projects and has a working experience with the
Palestinian financial regulations.
• Native
level in English, written and oral communication is a must.
• More than
5 years of experience in related fields.
• Strong
communication and personal skills-both written and oral in both Arabic and
English.
• Experience
of EU Procurement process as well as Palestinian Authority regulations along
with best practices, financial process and documentation.
• Experience
in Bisan accounting software is a strong asset.
• Professionalism
in preparing and producing financial reports for the donors
• Collaborating
and coordinating with the “Audit Firm” working under this project
• Ability
to work independently and as a team member.
The
Financial officer is responsible for but not limited to the following:

Reviews,
analyses and presents financial data, including revenue projections and
expenditure reports, to determine funding requirements.
·
Prepares
financial statements, reports of operations, expenditure reports, statistical
data, and other information concerning financial requirements for Donors, BOT
& external parties.
·
Assists
in gathering and reviewing data for preparation of budget work for the project.
·
Maintains
various ledgers, journals, registers and other fiscal records; classifies
expenditures and posts to various accounts as required.
·
Ensure an
effective system of internal control and compliance
with all legal requirements
·
Reviews
and processes expense vouchers, invoices, and other fiscal documents for
payment; reconciles various financial reports and other data concerning fiscal
operations for the project.
·
Determines
payroll requirements; maintains payroll data; prepares and processes monthly
payrolls for the project.
·
Reconcile
accounts of the project.
·
Analyse
financial transactions to determine accuracy, completeness and conformance to
established policies and procedures and generally accepted accounting
standards.
·
Safeguarding
of Project assets.
·
Responsible
for orienting current and newly hired
staff and communicating to all existing staff the financial procedures and policies,
and any revisions
·
Maintain
accurate records and files of all
financial transactions, reports and supporting documentation, in accordance
with audit requirements.
·
Ensure
adherence with donor accounting, procurement, reporting and grant requirements.
·
Supporting
the external auditors
Period of the Contract: 36 months.
