رام الله 11-3-2019 - أطلق المعهد القضائي الفلسطيني بالشراكة مع الاتحاد الأوروبي اليوم الاثنين، مشروع "مهارات للعدالة" والذي يهدف إلى تطوير المهارات القانونية والإدارية للعاملين في قطاع العدالة في فلسطين.

وشارك في حفل الإطلاق الذي جرى في مدينة رام الله، كل من رئيس مجلس إدارة المعهد القضائي وزير العدل علي أبو دياك، مندوبة الاتحاد الأوروبي السيدة أليساندرا فيزير، والنائب العام المستشار أكرم الخطيب، نقيب المحاميين جواد عبيدات، رئيس ديوان الفتوى والتشريع المستشار ايمان عبد الحميد، أمين عام المحكمة الدستورية احمد حنون، وممثل عن ديوان قاضي القضاة الشيخ مصطفى الطويل، والنائب العام العسكري العميد رائد طه، ووكيل وزارة العدل محمد أبو سندس، وعدد من ممثلي المؤسسات الحقوقية، وممثلي مؤسسات قطاع العدالة.

وأكد وزير العدل رئيس مجلس إدارة المعهد القضائي علي أبو دياك في حفل إطلاق "مشروع مهارات العدالة" انه يأتي في إطار مواصلة بناء وتطوير منظومة قطاع العدالة والقضاء في فلسطين.
وثمن أبو دياك دور المعهد القضائي وحرصه على تطوير القضاء وبنيته من خلال تعزيز وتوسيع نظام تدريبي متماسك وشامل للقضاء والنيابة العامة، وتقدم بالشكر والتقدير للاتحاد الاوروبي على دعمه المتواصل لقطاع العدالة في فلسطين، حيث ستقدم المنحة الأوروبية عشرة آلاف فرصة تدريب وتغطي تدريبات لكافة العاملين في المحاكم والنيابات العامة، مع الأخذ بعين الاعتبار أبعاد النوع الاجتماعي ومبادئ حقوق الإنسان، بالاضافة الى دعم التواصل مع المدارس والمعاهد القضائية على المستوى الإقليمي والدولي.
أشار وزير العدل الى ان تاريخ إطلاق المشروع والذي يتزامن في شهر آذار مع اليوم العالمي للمرأة وعيد الأم، ان المرأة الفلسطينية هي أيقونة الصبر والصمود والثبات وصنعت بتضحياتها المعجزات، وشاركت بكل جدارة واقتدار في مسيرة النضال الوطني، وفي مسيرة بناء مؤسسات الدولة والوطن.

وفي كلمتها، أشارت السيدة فيزير أن الاتحاد الأوروبي يولي أهمية كبيرة لقطاع العدالة في المنطقة، ويعمل على زيادة العدالة والشفافية في فلسطين من خلال المنح التي يقدمها الاتحاد. لذا شرع الى دعم مشروع مهارات للعدالة لما فيه من أسس تطويرية ستعود بالنفع الى القضاء الفلسطيني من خلال المعهد القضائي الفلسطيني.

بدورها، شكرت مديرة المعهد القضائي الفلسطيني د. رشا حماد، جميع من حضر لدعمهم للمعهد لاسيما وزارة العدل والاتحاد الأوروبي، كما واستعرضت اهداف المنحة والتي تهدف الى تعزيز وتوسيع نظام التدريب وتعزيز إطار المؤسسي والقدرة الإدارية وتقوية التعاون مع الجهات الخارجية واساليب العمل المنوي اتباعها في المشروع خلال فترته، معربة انه سيتم الاستفادة من المنحة في الضفة الغربية وقطاع غزة. 
وأكدت د. حماد على وجود كفاءات محلية في القضاء الفلسطيني بمستويات عالمية سيتم اعطائها الفرصة من خلال المنحة لتبادل الخبرات في دول عربية اخرى.

يشار أن مشروع "مهارات للعدالة" الممول من الاتحاد الاوروبي بدأ تنفيذه في بداية عام 2019 على أن تمتد فترة المشروع لتسعة وعشرون شهراً من تاريخه، ويرتكز المشروع على التميز في جودة التدريب القضائي والتطوير في منظومة القضاء الفلسطيني وبناء الكفاءات وتطوير المعارف وتحسين مهارات القضاة والعاملين في السلطة القضائية لضمان الارتقاء بأدائهم من خلال توفير الفرص التعليمية والتطويرية المستمرة. 
واختتمت د. حماد الحفل بتكريم مدربين دورة تدريب المدربين الاولى في المشروع وتسليم شهادات الدفعة الاولى من الخريجين.

The Palestinian Judicial Institute launches a one million Euro project in Partnership with the European Union.

Ramallah, March 11th, 2019 - The Palestinian Judicial Institute (PJI), in partnership with the European Union (EU), have launched on Monday "Skills for Justice"; a project aiming to develop legal and administrative skills for workers in the Palestinian justice sector.

The ceremony was attended by the Minister of Justice Ali Abu Diak, EU Commissioner Alessandra Viezzer, Attorney General Akram Al Khatib, Chairman of the Palestinian Bar Association Jawad Obaidat, Chief of the Advisory and Legislation Bureau Counselor Iman Abdul Hamid, Secretary General of the Constitutional Court Ahmad Hannoun, Representative of the Supreme Judge Department Sheikh Mustafa Al Taweel, Deputy Minister of Justice Mohammed Abu Sondos, a number of representatives of human rights organizations and representatives of the justice sector.

The Minister of Justice and Chairman of the PJI Ali Abu Diak confirmed at the launching of the project "Skills of Justice" that it comes within the continuous framework building and developing the system of justice in Palestine.
Abu Diak appreciated the role of the PJI and its keenness on developing the judiciary and its structure through strengthening and expanding a comprehensive and coherent training system for the judiciary and public prosecution. Moreover, he thanked the EU for its continuous support for the justice sector in Palestine, as this European grant will provide ten thousand training opportunities and cover trainings for all workers in the courts and public prosecution, taking into consideration gender dimensions and human rights principles, in addition to supporting communication with schools and judicial institutes at the regional and international levels.
The Minister of Justice have pointed out that the date of the project launching coincides with the International Women's Day and Mother's Day in March, stating that the Palestinian woman is the symbol of patience, stability, steadfastness and that she has made miracles with her sacrifices, in addition to participating in the national struggle and in the process of the country’s institutions.

In her speech, Mrs. Viezzer pointed out that the EU gives special importance to the justice sector in the region and is working to increase justice and transparency in Palestine through the grants provided by the union. Therefore, the EU granted the project “Skills for Justice” for its rigid foundation of development that will benefit the Palestinian judiciary through the PJI.

Moreover, the director of the PJI Rasha Hammad thanked all attendees for supporting the Institute, especially the Ministry of Justice and the European Union, and she reviewed the objectives of the grant, which aims to strengthen and expand the training system, the institutional framework, administrative capacity and strengthen the cooperation with foreign entities. Dr. Hammad also proposed the working methods that will be used in the project during its period, noting that the project will be effective in both the West Bank and Gaza Strip.
Dr. Hammad have also confirmed on the existence of local competencies with international levels in the Palestinian judiciary that will be given the opportunity to exchange experiences in other Arab countries through this grant.

It is noteworthy that the project "Skills for Justice" funded by the European Union started implementation at the beginning of 2019 and will extend for twenty-nine months. The project is based on the excellence in the quality of judicial training and development in the Palestinian justice system, building capacity, developing knowledge and improving the skills of judges and employees at the judiciary to ensure that their performance is improved by providing continuous educational and development opportunities.
Dr. Hammad concluded the launching ceremony by honoring the trainers of the first training of trainers course in the project and handed over the certificates of the first batch of graduates.
